   SEBC Administration Manual

Purpose of the manual
The objective of this manual is to present, in a structured form, all administrative rules and procedures for the operation of the Syrian Enterprise & Business Centre.
The mission of SEBC is to act as the technical arm of the Syrian government implementing wide range of activities aimed at supporting the development of the Syrian economy, including among other the implementation of international partners’ programmes. For this purpose, it is of prime importance that SEBC enjoys a sound and effective administration system compliant with the rules and procedures of its international economic development partners, almost notably the European Commission.
To achieve this objective, we have defined in the first chapter of this manual (Governance Documents) the legal framework for the SEBC rules and procedures, as follows: 

  • The SEBC Articles of Incorporation and Bylaws.
  • As a sample of other international partners’ programmes binding agreements, the Financing Agreement and the Technical Assistance Service contract for the implementation of the SME Support Programme, a technical assistance programme funded by the European Commission.
  • The contracting rules and procedures applying to all EC external aid contracts as described in the EC Practical Guide.

To reinforce this strategy, the SEBC has maintained the administration and financial control system which was developed by the Syrian-European Business Centre (SEBCII).
This system consists of a comprehensive set of procedures which ensures compliance with the applicable rules (Syrian law and international rules including the EC), transparency of transactions, security on funds and assets and effective operation, as verified by the EC Delegation, the EU Court of Auditors and by financial auditors on different occasions.
Accordingly this manual is based on the Administration Manual of SEBCII, and is further developed and adapted to the new contractual and organization framework in which the SEBC operates.
